ratings as a result of new systems and better organization.

EMPLOYMENT
Legal Officer
- Investigated crimes, gathered evidence, and made recommendations for
prosecution. Resolved claims for and against the government. Investigated
accidents and other claims and negotiated settlements. Provided financial
counseling for those with debt problems. Developed strong working relations
with Naval Investigative Service, County Prosecutor, and US Secret Service.
Scheduler/Flight
Leader - Oversaw the training of student officers,
making sure all phases of training were completed in the least time possible.
Quality
Assurance/Maintenance Safety Officer - Developed the
squadron into a top rated unit. Won the Battle Efficiency Award (1992) and the
Chief of Naval Operations Safety Award (1991, 1993) for being the highest rated
among 13 squadrons.
Human Resources
Officer - Developed Command Action Plans using input
from the squadron to deal with problems such as drug and alcohol abuse, poor
morale and communications, and racial conflicts. Received the highest Human
Resource Management rating within the wing (six squadrons). The Action Plan
became the model used throughout the wing. Drug and alcohol use were
substantially reduced and reenlistments among minorities increased over 40%.
Electrical
Instruments Officer - Managed the base shop which repaired
gyros, inertials, and other instruments. Operation readiness rose from one of
the lowest ratings to the highest.
Procurement
Officer - Responsible for providing supplies, procuring
equipment, and planning logistics for an agency of 700. Each year develop a
proposed budget based on the needs of the agency and establish justification
for all expenditures. As needs or problems occur throughout the year, request
funds to procure nonbudgeted items. For nonstandard products work with vendors
to obtain the best product available while remaining within budget. Items have
included portable investigation laboratories, computers, police radios, and
emergency equipment. Also maintain property accountability including real
estate, buildings, desks, equipment, and arms. Perform or supervise
investigations when property is lost or stolen. Developed a system which
reduced procurement time for major equipment from an average of 96 days to 69.
Military Police
Supervisor - Supervised 25 MPs and the handling of police
work and investigations at Fort Lewis. At different times coordinated
investigations with the FBI, Pierce County Sheriff’s Department, and the
Criminal Investigation Department of the Army. Cases investigated included
homicides, rapes, thefts, illegal use of drugs, and destruction of equipment.
